Project QUEST

The City of San Antonio has supported Project QUEST since its inception, 24 years ago. In the late l980’s and early 1990’s, San Antonio experienced a seismic economic shift as the city moved from a manufacturing-centered economy to one driven by service and technology. While the city created 19,000 new service and technology jobs, it lost 14,000 manufacturing jobs. These new jobs required skills and an expertise that was in short supply among San Antonio’s low- and moderate-income workers. The city of San Antonio, along with Communities Organized for Public Service (COPS)/Metro Alliance, the business community, the various Chambers of Commerce, Bexar County, and the State of Texas came together to address this skills mismatch. In an effort to address this need, QUEST was created.

Today, QUEST is a proven, twenty-four-year economic generator with a well-established, sustained record of accomplishment. QUEST services include outreach and recruitment, comprehensive applicant assessment, educational enhancement programs, occupational skills training, job search and placement, and case management services. Outreach and recruitment occur at various community centers throughout San Antonio and informs residents about the advantages of comprehensive skills training. COPS, Metro Alliance, and other social service agencies help QUEST staff organize recruitment fairs and career fairs to reach individuals and families in need of training opportunities.

The enrollment process begins with an orientation and comprehensive skill assessment to help applicants establish a career path and determine their academic competencies for training. QUEST staff then conduct program orientations at various locations throughout San Antonio. Orientation is a brief presentation of the history, objectives and accomplishments of QUEST, and it informs applicants about their responsibilities as a participant. Applicants are also required to complete two exams: the Test of Adult Basic Education (TABE), which determines their basic academic aptitude, and the System for Assessment and Group Evaluation (SAGE), which establishes an employment interest inventory. QUEST staff utilizes both the TABE and the SAGE to determine an applicant’s training competency as well as a plan for enrollment.

As a workforce development program, QUEST is unique because it first defines the skills required to succeed in targeted, high-demand occupations, then recruits, trains and develops individuals so that they are qualified and ready for immediate employment. Labor market research and information obtained from employers such as wage rates, availability of benefits, and career mobility potential, help determine the training programs offered. This approach helps improve participant success rates both, during training and at job placement. In addition, by conducting exploratory interviews with industry leaders and professional organizations QUEST is able to project employment opportunities and career stability.

Participants receive their occupational training from accredited institutions, including the Alamo Colleges, the University of Texas Health Science Center, the Baptist School of Health Professions, and the Rackspace Open Cloud Academy, among others. Currently, QUEST offers training in industries such as Health Care, Business Information Technology, and Installation/Maintenance. Specialized training is available upon demand from employers or the availability of special funding.

All QUEST participants receive intense training on workplace soft skills and job readiness. Participants are required to attend weekly Vision, Initiative, and Perseverance (VIP) meetings to discuss issues related to training. They receive information on topics such as study habits, test-taking techniques, conflict resolution, critical thinking, and job interview preparation.

All QUEST participants receive case management services throughout their enrollment period. This includes guidance, counseling, support services, and other relevant training needs. Guidance and counseling are vital components of the case management plan and help to strengthen communication channels between the case manager and participant. QUEST case managers maintain weekly contact with participants to ensure that they are progressing in their respective training program and that they have access to a wide range of support services available.

Once participants complete their training program, they are offered job search and placement services. QUEST staff members provide assistance with resume writing, interviewing techniques, and job search activities. In many cases, participants receive direct job leads, including contact information, to allow them to quickly transition from a full-time training program to full-time employment.

In 2014, Project QUEST completed its comprehensive strategic planning process. This process included working with local business and civic leaders as well as the Project QUEST Board of Directors to determine the workforce development needs of the community and identify the strategic opportunities for Project QUEST. The process included a series of workshops and working sessions to revisit and revise the organization's mission and vision statements and to identify a set of strategic objectives and related measures and initiatives to strengthen the organization as well as the local economy.

4. Identify and grow new sources of philanthropic and grant funding
5. Foster strategic partnerships with the City of San Antonio and other workforce development leaders

QUEST is connected strongly with the local stakeholders, City and County. QUEST has delivered concrete results for the last 24 years.

Since 1992, the mission of Project QUEST has been to strengthen the economy by providing expert support, and resources to develop a pipeline of highly qualified employees for in-demand occupations that offer a living wage, benefits and a career path.

In 2015, QUEST served 1088 participants by assisting with tuition and fees, text books, supplies, childcare, transportation,
emergency assistance and more. The program graduated 388 individuals that represent 26 demand occupations ranging from Healthcare to Information Technology to Professional Trades. The average wage per hour for a QUEST graduate in 2015 was $21.40/ hour.
