The Centers for Disease Control and Prevention makes a startling claim: “Today, about 50 million Americans, or one in five people, are living with at least one disability, and most Americans will experience a disability some time during the course of their lives. Anyone can have a disability.” Factor in accelerated Baby Boomer aging, and the result is a sharp increase in the need for services to care for people – services that offer independence, freedom, and dignity.

Consumer Directed Services (CDS)

Consumer Directed Services (CDS) is the result of Senate Bill 1586, passed by the76th Texas Legislature to provide a 'voucher payment option' for consumers of home & community-based programs. The program empowers consumers to make personal decisions related to the delivery of Personal Assistance Services and Respite Services within his or her current home. CDS is available to participants in the Client Managed Personal Attendant Service (CMPAS), Community Living Assistance and Support Services (CLASS), Deaf-Blind Multiple Disabilities (DBMD), Community Based Alternatives (CBA), Primary Home Care (PHC) and Medically Dependent Children Program (MDCP). Home and Community Based Services (HCS), and Texas Home Living (TxHmL). Referrals are received through Department of Aging and Disability Services (DADS). Our final program is Personal Care Services (PCS), and referrals are through Department of State and Health Services (DSHS). CDS gives you the ABILITY to exercise your CHOICE & CONTROL in the SELECTION & MANAGEMENT of your PERSONAL ASSISTANCE SERVICES, Habilitation Services and your In-Home and Out-of Home RESPITE SERVICES.

The Medically Dependent Children Waiver Program provides respite care for families with medically involved children and young adults, as a cost-effective alternative to providing for their care in a nursing facility. MDCP has a broad array of respite services and other supports such as home modifications, adaptive aids (devices, controls, or appliances that enable users to retain or to increase their abilities to perform activities of daily living or control their environment) and supports to enable eligible children to participate in child care, and to help young adults move towards independent living. MDCP allows you more control over your program services if you are able and willing to take more responsibility for coordinating the services. When you choose MDCP, you or your legal representative become the employer of your direct service providers.  
You hire your own employees (including family, friends or neighbors).
You develop a budget of your service plan funds.
You set wages, benefits and schedules.
If You Choose MDCP, HRA, (A Consumer Directed Service Agency) can:
Provide training on your role as employer
Provide information so you can make informed decisions about setting wages and benefits for your employees and budgeting your service plan funds
Process your employees’ timesheets, handle your payroll and act as your agent to pay federal and state employment taxes
Provide assistance and support if problems arise  
To be eligible, individuals must:
 
Live in Texas and be under age 21;
Be eligible for Medicaid based on their income and financial resources;
Meet the medical criteria for admission to a Texas nursing facility;
Meet the Supplemental Security Income medical disability criteria; and
Have an individual plan of care, signed by a doctor or licensed healthcare professional.

Helping Restore Ability is a licensed home health agency. This means that we are licensed to accept patients that have the following types of insurance coverage: Blue Cross Blue Shield
Amerigroup (Medicaid)
We are NOT licensed to accept patients on Medicare.
Home Health Services includes: Skilled Nursing, such as giving medications, changing bandages, drawing blood, doing assessments of progress made, ordering equipment, taking temperature, blood pressure, checking blood sugar and other medically oriented skilled nursing services.

Home Health Aide services (attendant care)
Services must be ordered by a licensed physician, and are provided in the patient's home for a limited time only. Doctors' orders are for periods of 60 days, and must be renewed every 60 days to continue. We do not provide services to children (pediatrics).

Helping Restore Ability (HRA) is a 501(c)(3) organization established in 1977. HRA exists to promote independence and enrich the lives of people of all ages with any type of disabling condition. The agency was founded by a college student, Sam Provence, who was believed to be the last person diagnosed with polio in Tarrant County. Just to breathe, Sam depended on an iron lung at night and a Pneumatic belt that literally squeezed the air from his lungs during the day, but he willed his body to adapt. That same commitment, determination and empathy that drove Sam continues to guide the organization.

Helping Restore Ability is the largest nonprofit provider of attendant care services in Texas and celebrated its 40th anniversary in May, 2017.

Consumer Directed Services (CDS): Trained attendants provide the care and support systems for disabled individuals to live independently and function productively in mainstream society. This program empowers consumers to make personal decisions related to the delivery of personal assistance services and respite services within his or her current home and is offered throughout the entire state of Texas.

Primary Home Care Program (PHC) PHC offers three (3) types of services including community attendant services, which provide an in-home attendant for adults with a medical need for specific tasks, primary home care which is prescribed by a physician as part of a client’s plan of care, or family care which provides services for eligible adults who are functionally limited in performing daily activities. This program is offered in North Texas.

Key Achievements of Helping Restore Ability
•Helping Restore Ability is the largest nonprofit provider of attendant care services in Texas and celebrated its 40th anniversary in 2017.
•HRA operates at 5% administration costs, with 95 cents of every dollar directed to care for HRA clients: people with disabilities.
•Helping Restore Ability (HRA) served 1,000 +clients in the past year providing more than 2.2 million hours of care last year alone, with over 2,200 care attendants.
•For every $1,000 donated, HRA can initiate services for an additional person with a disability. Because the condition is typically permanent, a client may receive services for years, often for the remainder of his or her life. Estimated average value of the lifetime of services for HRA clients is $650,000 per client.

Client Demographic

• 98% of HRA Clients have income at or below poverty levels, low enough to qualify for Medicaid.
• HRA provides care for any disabling condition, both physical and intellectual. The most common diagnoses of HRA clients are: cerebral palsy, autism, spinal cord injury, developmental delay, Down syndrome, multiple sclerosis, Alzheimer’s, diabetes, quadriplegia and Spina Bifida.
• As the largest independent nonprofit provider of attendant care services in Texas, HRA has a network of over 2,200 care attendants and over 1,000 clients served.
• Though HRA serves all of Texas, 60% of the HRA’s client base lives in Tarrant County, and over 78% live in North Texas with the remaining clients served living in Houston, San Antonio, Austin, El Paso and smaller rural towns of Texas.
• HRA clients ages are: Under 21: 36%; 22-59: 47%; 60 and over: 17%.

• HRA clients’ ethnicity break down is: 55% Caucasian; 24% African American; 17% Hispanic; 4% Other
