Mission Statement The United Resources for Social Change Workforce Development Coalition is a California-based non-profit organization focused on creating partnerships and systems of support for targeted populations of workers. Our mission is to provide wrap-around social services and apprenticeships to act as a pathway to steady union-backed employment for individuals who face barriers to employment. Women Entrepreneurs Building Employment

URSC, Inc is partnering with WEBE Construction Cleanup to create sustainable prevailing wage union laborer and transportation jobs within the construction industry for women and economically disadvantaged individuals who lack long term employment, need training, and/or are licensed commercial drives but do not have consistent work or medical benefits. WEBE Construction Cleanup holds a C-61/D63 California contractors license.
Women Entrepreneurs Building Employment will put low income and under employed women and men to work providing high quality dump truck hauling of materials and debris on and off construction sites.
This program provides safety equipment for participants, industry specific training, operating and equipment cost to the contractor to expand its services. This program creates jobs and puts people to work.

The United Resource for Social Change Workforce Development Coalition is working to provide wraparound social services, job training, carpool transportation to and from work, and assistance with union- onboarding fees and the purchase of job required PPE for individuals who face barriers to employment in disadvantaged communities. We have strategic partnerships with WEBE Construction Cleanup and the National Back Contractor's Association. Phase one of the coalition development will take place in San Diego, phase two will will be located in Los Angeles, and phase three will be located in Bakersfield. WEBE Construction Cleanup and URSC Workforce Development Coalition have entered into an agreement providing preferred employment to URSC Workforce Development program participants-- providing a direct pathway to steady union-back employment for individuals who face barriers to employment.

URSC Workforce Development Coalition utilizes a staff of community organizers to conduct community outreach, lead workforce development training modules, and provide carpool transportation to and from work for individuals who face barriers to employment. Our strategic partnerships with WEBE Construction Cleanup guarantees employment in the construction cleanup industry for anyone who successfully completes our training modules and demonstrates the desire to transition into steady full-time union-backed employment.

Individuals who face barriers to employment often have a set of life circumstances that make it difficult to purchase union required PPE such as safe work boots, pay union on-boarding fees, and pay for parking near downtown job sites. We seek to actively remove barriers to employment faced by individuals in the cities where our partner organization is located. We partner with individuals in economically distressed neighborhoods to provide the wrap-around social support services that are often requires for the successful transition into steady employment.
