What are the organization's current programs, how do they measure success, and who do the programs serve?
TLC Scholarship
Scholarship award program that invests in the college education of Filipino students by providing grants to low-income students and no-interest educational loans to other deserving students in rural areas. Beyond financial need, we look for qualities of academic merit, leadership, compassion, public service, and a desire to build a better future for the Philippines.
TLC School Science Building Expansion
TLC is funding the expansion of a science building at the Narvacan National Central High School, which is located in the rural town of Narvacan, a province of Ilocos Sur in the Philippines. When completed, the building will include science labs, which it didn't have before.
Mammovan Mobile Mammography Clinic
Part of the Breast Cancer Imperative, the mobile Mammovan clinic -- the first of its kind in the Philippines and Southeast Asia -- offers free screening mammography services to indigent women in Northern Luzon.

What is the organization aiming to accomplish?
The TLC Scholarship Fund plays an important role in helping shape the future of the Philippines. Our long-term goals reach beyond financial assistance for those in need. We aim to instill in our scholars qualities of ethics and social responsibility, along with academic excellence. Whether they choose to live and work domestically or internationally after college graduation, we believe our scholars will come to represent the best the Philippines has to offer.
To achieve such goals also requires proper infrastructure, especially for rural, underfunded schools that need our help the most. Our team is currently involved with the expansion of a science building at the Narvacan National Central High School. These school construction projects are vital in helping augment the learning environment for our scholars, while also benefiting all students.
As well, through our public health initiative – led by the Breast Cancer Imperative, serving Northern Luzon – our goal is early detection of breast cancer through an innovative mobile mammography clinic, the Mammovan, which helps serve an indigent population that accounts for 70% of breast cancer cases in the Philippines. Breast cancer is a country-wide public health epidemic among Filipino women.
What are the organization's key strategies for making this happen?
For our scholars, we strive to offer networking opportunities, both during and after their college or vocational education. Through the power of technology, we hope to empower our award scholars with tools they can use throughout their educational journey, allowing them to focus on being competitive in their respective fields.
For our building projects, our team is currently involved with the expansion of a science building at the Narvacan National Central High School, located in the province of Ilocos Sur. Other building projects are currently being researched for feasibility.
For our breast cancer program, led by the Breast Cancer Imperative, an innovative mobile mammography clinic, the Mammovan, specifically serves the indigent population. The BRCIA team is comprised of doctors, nurses, technicians, and volunteers.
What are the organization's capabilities for doing this?
For our scholarship program, we have a website setup that collects information from applicants, and we have a large network of local team members in the Philippines who can coordinate, setup meetings, and the like. Our board has a lot of reach, we just need to delegate tasks to the right people and they get done.
For our building projects, we have local and trustworthy team members who can oversee construction projects on the ground. Making sure funds get to the right people, such as contractors, is easy for us to coordinate between our U.S. and Filipino team members, as we are in constant contact with them, along with a high level of trust that exists between the groups.
The Breast Cancer Imperative has its infrastructure, team, and networks already in place, and funding for it flows through the TLC Scholarship Fund, with a high degree of trust between the two organizations.
What have they accomplished so far and what's next?
For our scholarship program, we have awarded a number of scholars, and know of at least one who has gone on to a successful career. We have not, however, reached enough people that understand our mission in this area. We now have a website that better illustrates our mission, and with a more sophisticated online merchant account specific for donors. We are running a scholar recruitment campaign currently that will be rolled out to one of our schools in Narvacan.
For our building projects, we have constructed one school building, and are currently doing an expansion project on another. We have not, however, generated enough money to start a new building project yet.
The Breast Cancer Imperative has enjoyed much success since it started in 2014, but its work is never done, and it requires a steady stream of funding to continue operations.
