What we aim to solve

Oregon's Deschutes River is a spring-fed river, which in its natural state, flows evenly year round. In the last 60 to 90 years, the river has been managed for farm irrigation. 50% of the river water removed for irrigation is lost due to old, leaky irrigation canals. Winter river flows are 1/3 of natural conditions, as water is held back for summer irrigation. This kills fish and destroys wetland habitat for spotted frogs, birds, and other wildlife. Summer flows are three times too high in the summer, eroding the river banks and sending large sediment down-stream. The Coalition's “Shared Vision for the Deschutes” is a joint effort between our organization, central Oregon irrigation districts, businesses, and nonprofits in support of farms, fish, and families. We aim to restore a balance to the Deschutes River by modernizing the irrigation systems and returning saved water to the river.

Shared Vision for the Deschutes

The Deschutes River is integral to all Central Oregon communities and it is critical to all facets of our culture and economy. Farmers, recreationists, hunters and anglers, businesses, fish and wildlife, and the Central Oregon community at large all benefit from a healthy river and sustainable agriculture. We seek to return the Upper Deschutes River to a healthy ecological condition as envisioned by the Upper Deschutes Wild and Scenic River Comprehensive Management Plan, while ensuring healthy flows in the Middle Deschutes.

1. Modernize the hundred year old Central Oregon irrigation districts' canals and water delivery to farmers.
2. Conserve the currently wasted water (estimated at 50% or more) for beneficial uses: population growth, drought response, and a healthy river.
3. Return saved water to the Upper Deschutes River.
4. Increase winter river flows and decrease summer flows in the Deschutes so that fish and wildlife can thrive.
5. Educate the public to the importance of these programs.

1. Expand the number and type of organizations that support for Shared Vision. See www.coalitionforthedeschutes.org/shared-vision for a current list of supporters.
2. Educate the public on the health of the river through our Speaker Series and River Events
3. Promote the goals and strategies of Shared Vision
4. Support the Central Oregon irrigation districts in securing public funding for irrigation piping and metering projects.

Our funded and resourced programs include Shared Vision for the Deschutes partnerships, Deschutes River Experiences, and our Speaker Series for public awareness.

The Coalition is expanding joint marketing and communication actions in 2019 with our Shared Vision partners.

Coalition for the Deschutes is recognized as a leader in Central Oregon for a balanced and comprehensive approach to restoring the Deschutes River.

1. Winter river flows have increased to 100cfs from Irrigation District cooperation.
2. All of the eight Central Oregon irrigation districts have finished or will soon complete modernization plans.
3. Three of the eight irrigation districts have implemented some portions of their modernization plans.
4. Additional Federal Funding under Public Law 566 is expected in 2019.
5. Eight irrigation districts and eleven additional organizations have signed and publicly acknowledged the Shared
Vision program. We expect more in 2019.
