Mission

We imagine a world where children wake up and experience childhood, feel safe wherever they are, and end each day looking forward to tomorrow. We will not stop until this is a reality for every child. The National Child Protection Task Force was founded to bring together talented minds that could provide investigative expertise and resources that are unavailable or under-funded in most law enforcement organizations. The members of our Task Force volunteer their time to any agency -- small or large, international or local -- on important, time-sensitive cases.

2019 NCPTF Conference

Over the last few years, I have volunteered to help numerous agencies across the country with the investigation and prosecution of cyber-related crimes. I was exposed to different facts and the skills of countless people and soon began to identify successful concepts, which led to the development of the Mobile Device Foundation Course. The course establishes a base knowledge for working with reports derived from target identifiers from both legal and OSINT (open source intelligence) sources and introduces the concept of flow where new identifiers are continuously fed back into the system.

The application of these concepts led to the recovery of several missing and exploited children and also to the identification and arrest of several child sexual predators. Speaking at national conferences exposed me to nationally recognized experts in various fields who have since become friends and mentors. These experts have freely offered their time, resources, and expertise to advise or collaborate on important cases regardless of jurisdiction and without asking for credit. This group has since become known as the National Child Protection Task Force.

The National Child Protection Task Force has agreed to volunteer their time the week of June 10 – 14, 2019 to provide essential training in areas such as how to identify and legally request the proper records, how to map and analyze records, how to conduct location-based investigations with no suspects, how to track cryptocurrency, and how to use OSINT.

The conference is open to law enforcement and prosecution with the hope that there will be people from each state who would be willing to work together as a multi-jurisdictional team to help other agencies when needed. These state teams would eventually form an interconnected web across the country where, instead of losing experience, it would be reinvested and shared with others.

2020 NCPTF Conference (Virtual): The NCPTF was founded on the realization that working separately will only take us so far; we need the combined power of all our skills and expertise – both public and private sector – to truly break barriers. It’s time to set aside ego and jurisdiction and come together to attack the problem of child trafficking and exploitation.
The sessions this week will focus on developing foundational skills and concepts in:
• OSINT
• Image Analysis
• Cryptocurrency
• Criminal Mindset
• Social engineering
• Dark web investigations
• Pen Registers and real-time location data
• Prosecution
• And more!
Days 1 & 2 – The first two days focus on building a foundation of OSINT skills that includes dark web and working with images.
Day 3 - This is where you get to put to work what you have learned and identify areas for more practice . Teams of up to 4 from all over the world will go head to head in this world class OSINT CTF event. A little friendly competition for bragging rights is encouraged! In parallel with the CTF are additional talks and an in-depth Dark Web Investigations training.
Day 4 – These sessions will work on location-based data in investigations and learn about how criminals operate and the psychological aspect of online pornography.
Day 5 – These sessions will include cryptocurrency, insights from case work, and a summary from Metcalf and Branzetti on developing the flow and how all the pieces fit together.
