Animal neglect and/or mistreatment is a major problem in the City and County of Socorro, NM, where many residents struggle to make ends meet. Some people have never learned how to care for their animals; others who want to care for their dogs and cats cannot afford to.
Our programs

Spay/Neuter
We provide financial assistance to support spaying or neutering of animals belonging to low-income residents and senior citizens of the City and County of Sororro. This includes but is not limited to animals adopted from the City of Socorro Animal Shelter.
Animal Welfare Education
We provide information to the general public regarding animal welfare and responsible pet ownership.
Pet Food Donations
We provide dry dog and cat food to low-income residents of Socorro County. The food is distributed through the Socorro Storehouse, a local food pantry that feeds the hungry of Socorro county one food box at a time.

What is the organization aiming to accomplish?
The Animal Protection Association of Socorro (APAS) is an all-volunteer organization which has been actively working for animal welfare since 1962. Our broad goals are to relieve animal suffering and cruelty to animals, to minimize the population of unwanted pets, and to offer humane education to members of our community. Because the city and county of Socorro, and neighboring Catron county, comprise a rural community with a large number of residents living at the poverty level, there is a great need for both education and financial support to improve the quality of life of our domestic pets.
What are the organization's key strategies for making this happen?
Nearly all of our budget goes to support spay and neuter surgeries for pets of low-income Socorro and Catron county residents. We also try to support emergency medical procedures for these pets, and we donate dry dog and cat food to the local food pantry, Socorro Storehouse, to be given out with the monthly food boxes they donate to low-income Socorro residents. Because we cannot meet the high need in the community, our main goal over the next few years is to maintain or even increase our funding. We are also exploring additional, low-cost ways to meet our goals. The Socorro region cannot absorb the large number of animals which pass through the local shelter, so we help transport adoptable shelter animals to other regional shelters. We are also exploring ways to increase our visibility in the community (for instance at events such as the county fair) in order to educate residents on the importance of humane treatment of their animals.
What are the organization's capabilities for doing this?
We are a small, all-volunteer group; some of us have long experience working for animal care in the community, while others are keen newcomers. Our typical budget is less than $60,000 per year, nearly all of which goes to subsidizing spay/neuter and adoption expenses. Because we are small, we must keep our short-term goals modest. Our work is helped by our active connections with the local animal shelter, with the two local veterinarians, and with other animal support groups in nearby communities.
What have they accomplished so far and what's next?
When APAS was first organized there were neither animal control ordinances nor any shelter facilities in Socorro. Our hard-working early volunteers established and ran an animal shelter; their work and advocacy eventually (in 2008) led to the city of Socorro creating an animal control department and taking over running the animal shelter. Since that transition, APAS has primarily focused its energy on subsidizing adoption fees and spay/neuter procedures for low-income pet owners in the community. In recent years we have helped sterilize nearly 200 dogs and cats per year. We are also looking for other ways to relieve animal suffering in the community. At present this includes public outreach/education at community events, helping the local shelter transport animals to rescue groups elsewhere in the region, and donating pet food to the local food pantry. In 2023 we donated over 900 pounds of dry dog and cat food to the food panty. We continue to explore other alternatives to find the most effective use of our limited personnel and resources.
