What we aim to solve
Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
APS-FH Animal Shelter
The APS-FH Animal Shelter follows The Association of Shelter Veterinarians (ASV) Standards of Care in Animal Shelters (“guidelines”) to provide the highest quality housing, medical, and behavioral care of pets living in the shelters. We adopt an average of 400 dogs and cats into loving homes each year. We also partner with the local Sheriff's Department to provide animal control, return to owner, and dog licensing services on San Juan Island.
Pet Food Pantry
The APS-FH Pet Food Pantry (PFP) is a community pet food bank to help keeps pets in their homes by providing pet food for families in need of temporary assistance. The PFP is located at our Treasure Hounds resale store at 365-C Spring Street in Friday Harbor. Pet food distribution happens every other Wednesday from 11am to 2pm. We also partner with local human service organizations to get supplies to people who cannot make it to the pantry. Both cat and dog food as well as other basic pet supplies are available.
Low-Cost Spay/Neuter and Wellness Clinics
APS-FH's Low-Cost Spay/Neuter Clinic provides weekly affordable spay/neuter, vaccinations, and microchipping control for the pets of low-income San Juan County residents and to other local shelters and rescues. Our Low-Cost Community Pet Wellness Clinics are twice a year and provide a free wellness exam and low-cost microchipping, vaccinations, and parasite control to low-income San Juan County residents.
Trap, Neuter, Return (TNR)
APS-FH promotes Trap, Neuter, Return (TNR) as the humane solution to the community cat overpopulation problem. Cats can breed as early as four months of age and produce multiple litters in one year. TNR stops the breeding of cats by trapping, spaying or neutering and then returning the cats to their original location (when possible). This program ends the breeding cycle and stabilizes the population, is more effective and humane than extermination, minimizes annoying behaviors such as spraying, yowling and fighting, and reduces the number of underage kittens flooding animal shelters.
Transport
APS-FH works with other shelters, rescues, and transport organizations to safely transfer cats and dogs out of high-kill shelters, over-impacted and disaster areas into the APS-FH shelter for adoption. We prioritize Washington based shelters/rescues when the need is prevalent.
Foster Care Program
Our Foster Care Program places orphaned, pregnant, newborn, injured, sick, and under-socialized animal into private homes for temporary housing. Some of the shelter's most vulnerable residents benefit from foster care, which provides them time outside of the shelter to decompress. Foster care gives us an opportunity to learn more about the pet by providing a glimpse into how they behave in a home setting. The APS-FH shelter is limited in space and the Foster Care Program expands our capacity to help homeless pets.
Temporary Housing for Community Pets
APS-FH provides short-term housing in the shelter and in foster homes for the pets of people experiencing temporary crisis or unexpected transition. We partner with several local human service organizations that refer clients to this program and provide low-income qualification.
The Grey Muzzle Medical Fund
The Grey Muzzle Medical Fund is funding made possible by a grant from the Grey Muzzle Foundation to help low-income pet owners access regular and specialty veterinary care and prescriptions for their senior dogs by providing up to $1000 per dog, paid directly to vet clinics and vet hospitals. We partner with local human service organizations that refer clients to the program and provide low-income qualification.
Outreach & Humane Education
Our Outreach & Humane Education Program provides opportunities for people of all ages to connect with and learn about how to care for and care about animals. Current program activities include the 4H Cat Club (pre-teens), the Cat Book Club (ages 10-12), and senior center fieldtrips to the shelter.

Equity strategies
Last updated: 07/23/2023GuideStar partnered with Equity in the Center - an organization that works to shift mindsets, practices, and systems to increase racial equity - to create this section. Learn more
- We review compensation data across the organization (and by staff levels) to identify disparities by race.
- We ask team members to identify racial disparities in their programs and / or portfolios.
- We employ non-traditional ways of gathering feedback on programs and trainings, which may include interviews, roundtables, and external reviews with/by community stakeholders.
- We have long-term strategic plans and measurable goals for creating a culture such that one’s race identity has no influence on how they fare within the organization.
- We have a promotion process that anticipates and mitigates implicit and explicit biases about people of color serving in leadership positions.
- We seek individuals from various race backgrounds for board and executive director/CEO positions within our organization.
- We have community representation at the board level, either on the board itself or through a community advisory board.
- We help senior leadership understand how to be inclusive leaders with learning approaches that emphasize reflection, iteration, and adaptability.
