What we aim to solve
Looking ahead with inspiration and considering how Pasado’s Safe Haven can achieve sustainable growth while extending our reach to effect even broader successes for animals in the future, the leadership team and board of directors thoughtfully reflected on the current environment in which we operate and considered the challenges we could face in the next few years and incorporated these observations into the strategic plan. The new strategic plan will guide our work as we aim to achieve financial sustainability, grow our circle of compassion to include more diverse communities and lay the groundwork for Pasado’s Safe Haven to become a recognized movement leader in the advancement of animal welfare while continuing our mission to end animal cruelty.
Our programs

Investigation & Rescue
Pasado’s Safe Haven has 25+ years’ experience investigating and responding to crimes against animals. We are improving the way the criminal justice system responds to crimes against animals by investigating reports of animal abuse and neglect, collaborating with law enforcement on animal cruelty cases, and providing trainings for law enforcement, animal control, prosecutors and veterinarians.
We help save individual animals while ensuring every aspect of the criminal justice system works better for animals.
Sanctuary
Pasado’s Safe Haven is home to approximately 200 animals at any given time: dogs, cats and farmed animals, most of whom arrived as victims of cruelty or neglect. Our beautiful, 85 acres sanctuary is nestled in the foothills of the Cascade Mountains outside Seattle, Washington. Until we find them families of their own, our sanctuary offers a safe haven for animals, providing Safety, Love, Healing and a Second Chance at a Happy & Healthy Life.
Pasado’s Safe Haven is honored to have received full accreditation from Global Federation of Animal Sanctuaries (GFAS) and was recognized by GFAS as the "Outstanding Farmed Animal Sanctuary of 2021!" This award recognizes excellence in humane and responsible animal care; professionalism and ethics; organizational sustainability; public engagement; and contributions to, and leadership within, the sanctuary field.
Pet Services
Effective spay/neuter programs can literally saves millions of lives through prevention. To date, we have performed over 60,000 spay/neuters, helping to lower the number of dogs and cats entering shelters.
Pasado’s Safe Haven targets spay/neuter services where the need is greatest; our program is focused on providing free and reduced cost high-volume, high-quality spay/neuter surgeries to income qualified populations who otherwise wouldn’t have access to this service.
We also operate an innovative Pet Food Bank program in coordination with our Spay/Neuter program. We collect donated food and work with local human food banks to distribute the food to the families who are in the most need. In order to participate in the program, families must agree to spay/neuter their pets. This helps keeps pets in homes while also reducing overpopulation.
Education & Advocacy
Change can happen in big and small ways. Whether we are fighting to improve legal protections for animals or inspiring new thinking about which animals deserve our love and protection - our goal is simple: to stop suffering and grow compassion. We provide educational opportunities for people of all ages and these programs work to alleviate animal suffering by increasing knowledge, inspiring change and empowering communities to take action.
Our legislative advocacy team works throughout the year to help strengthen laws that benefit animals. We partner with animal law experts to identify gaps in animal protection laws and areas where improvement is needed, and then work with individual legislators to draft and support bills during the legislative session. We also closely monitor state and federal legislation and empower the public to support or oppose animal-cruelty related bills through action alerts.

Strengthening Our Foundation - We aim to build financial sustainability and address operational challenges presented by our rapid growth in recent years, to support future program expansion.

Pasado's Safe Haven comprehensive programs work together to help achieve many social, economic and environmental sustainability goals.
What are the organization's capabilities for doing this?
Through our four programs we are working to reduce pet overpopulation, educating the public on how they can help stop the abuse of animals, investigating crimes against animals and providing sanctuary for animals that have suffered abuse.
INVESTIGATIONS & RESCUE: We are dedicated to getting justice for animals by investigating reports of animal abuse and neglect, collaborating with law enforcement on animal cruelty cases, and providing training for law enforcement, animal control and prosecutors.
SANCTUARY: Located on 85 acres, our sanctuary is home to approximately 250 animals at any given time: dogs, cats and farmed animals, most of whom arrived as victims of cruelty or neglect and until we find them families of their own, our sanctuary becomes their home. Animals receive exceptional care as we work on their individual medical, behavioral and emotional recovery.
PET SERVICES: We're reducing shelter overpopulation and unnecessary euthanasia through our mobile spay/neuter clinics and pet food bank programs serving income-qualified families.
EDUCATION & ADVOCACY: Each year, we engage thousands of people through online and sanctuary based humane education initiatives designed to reduce suffering and grow compassion. Through our advocacy efforts, we have been a regional leader in driving important policy changes on behalf of animals in Washington State.
What have they accomplished so far and what's next?
Pasado's Safe Haven is home to 200-250 animals at any given time, most of whom arrived as victims of cruelty or neglect. They come to us from hoarding houses, law enforcement seizures, factory farms and slaughterhouse “dead piles" or because they were simply tossed aside as “unwanted". We have nearly 25 years' experience investigating and responding to cases of animal cruelty. We are dedicated to getting justice for animals by investigating reports of animal abuse and neglect, collaborating with law enforcement on animal cruelty cases, and providing trainings for law enforcement, animal control and prosecutors. To date, we have performed over 60,000 spay/neuters, helping to lower the number of neglected and abandoned dogs and cats as well as the number of these animals entering shelters. Finally every year we engage thousands of people through online and sanctuary-based education and advocacy initiatives.
