Humane Investigations

Central California SPCA (CCSPCA) Humane Officers investigate incidents of animal abuse, cruelty, and neglect, educate the public on proper care for animals, and prepare and submit cases for prosecution to the Fresno County District Attorney’s Office. The CCSPCA’s Animal Cruelty Division investigates nearly 1,000 reported cases of animal cruelty and neglect each year. CCSPCA Humane Officers have authority to enforce laws throughout the County of Fresno, including all incorporated cities. Our Humane Officers are empowered through California Corporations Code 14502 to exercise the powers of a peace officer while investigating animal-related crimes.

Goal One: Focus on the root problems of our community's pet overpopulation.

Goal Two: To provide low-cost high-volume spays/neuters to the public.

Goal Three: To provide programs that focus on affordable pet care and retention.

1. Move away from providing the animal control services for the city of Fresno in order to focus on core programs to achieve mission and scale back on programs not seen as core.

2. Remodel our old hospital building into a low-cost, high-volume spay/neuter clinic.

3. Establish new and affordable medical services and programs so that pet owners can keep their pets.
