Aspiranet Foster & Adoption Programs
The Aspiranet Foster and Adoption program provides placement and supervision of court ward children in foster homes, including training for foster parents. Aspiranet serves over 2,500 children each year in over 525 foster families throughout California. Aspiranet also provides Wraparound Mental Health services to children in out-of-home care and their families. Aspiranet also facilitates Adoption placements for children in Foster Care in need of permanent adoptive families, and has provided hundreds of children with permanent families each year. For the year ended June 30, 2008, Aspiranet provided 3000,918 days of care related to these programs.
Aspiranet Services to Strengthen and Support Families and Youth
Aspiranet begins and ends every service with the well-being of children and their families in mind. Aspiranet’s Family & Community programs focus on early intervention, preparing children for their futures, strengthening parenting and life skills, and connecting families with networks of support within their communities. Aspiranet provides an early support system to help prevent child abuse and neglect.
Aspiranet’s Family & Community programs include home visits to children and their families, interaction at our facilities throughout California, including several First Five Centers in Contra Costa County and Family Resource Centers in the Central Valley. Welcome Home Baby provides support to brand new parents throughout the first two years of their child’s life, highlighting developmental stages and teaching parents how to cope.
Aspiranet School-Based Programs
We strive for an educational setting where students want to not only attend, but also learn. Where students benefit from each other and their relationships with each and every staff member, Families feel supported and partner with the school for the mutual benefit of their children. Fusion Charter will provide the tools necessary for the 21st Century learner.

What is the organization aiming to accomplish?
Our name, Aspiranet, means “network of hope,” and our mission as a public benefit corporation is to meet the need for quality human services for vulnerable children and families. Incorporated in 1975, we are among California’s largest youth and family service agencies, serving over 25,000 children and family members annually. Motivated by the vision that all children have a right to be loved and cared for, we provide a coordinated network of home, school, and community-based programs that nurture child and family well-being and reduce the occurrence of child abuse and neglect. Our core values – respect, integrity, courage, and hope – are central to how we animate our work.
What are the organization's key strategies for making this happen?
Aspiranet is a recognized leader in the development of innovative services for vulnerable youths and families. As a multi-service agency addressing a wide range of family support needs, our mission is brought to life through three primary areas of focus: Foster Care and Adoption Services; Services to Strengthen and Support Families and Youth; and School-Based Programs.
Foster Care and Adoption Services
One of California’s largest service providers for foster care youth, we offer youth the tools and support they need to become responsible, successful adults. Aspiranet provides residential-based services to help troubled youths successfully integrate back into family and community settings, recruits and supports foster care parents, facilitates care and adoption of foster children, and assists youth who are aging out of foster care in securing a safe place to live, ongoing education, and employment.
Services to Strengthen and Support Families and Youth
Research confirms that five protective factors increase family stability, enhance child development, and reduce child abuse and neglect:
• Parental resilience
• Knowledge of parenting and child development
• Social connections
• Social and emotional competence of children
• Concrete support in times of need.
Based on the premise that children and communities thrive when families are healthy and strong, Aspiranet provides a variety of family strengthening and support services including: Counseling and Therapy Services; Intensive Home-Based Services; and Education and Enrichment Services.
School-Based Programs
Partnering with established providers of school-based programs throughout the state, Aspiranet operates a variety of in-school and after-school programs that enable at-risk youth to develop their talents and achieve their full potential as individuals and as contributing members of their communities.
What are the organization's capabilities for doing this?
With an annual budget of $56M and 324 part-time and 569 full-time staff, Aspiranet is one of the largest child and family service agencies in California. We administer 42 sites serving 39 of California’s 58 counties from our headquarters in San Francisco. For four decades we have been dedicated to creating stable, nurturing connections for vulnerable children and families. Credentialed and caring staff deliver a coordinated network of programs designed to ensure that youth and families in our care are encouraged, supported and empowered.
What have they accomplished so far and what's next?
We are proud to have achieved a Gold Seal of Approval® from the Joint Commission – an acknowledged leader in evaluating organizational performance in health care delivery, based on the highest standards for quality and safety. Aspiranet programs and services accredited by the Joint Commission include:

• Transitional Housing Programs for Transitional Age Youth

One of our strategic goals is to build greater public support for family services offered by the government and raise public awareness of critical services and programs that strengthen and support vulnerable families and promote child well-being. Our current business model relies primarily on rate-based programs and government grants and contracts. Recent economic pressures have caused many government agencies to shift toward cost-reimbursement and away from rate-based programs, resulting in a significant decline in our revenue from contracts and grants from government agencies at all levels. The diversity and scale of our programs requires us to embark on building a robust fund development capability in order to support long-term growth and innovation.
