What we aim to solve
ECS provides social services that focus on early childhood education and development, homelessness, mental health, and substance use disorder treatment. ECS Head Start/Early Head Start is a comprehensive child development program serving low-income children from birth to age five, pregnant women and their families and ECS Para Las Familias provides behavioral health services to low-income children from birth to five years old and their families, all in the South Bay regions of San Diego. ECS Uptown Safe Haven is a residential facility that provides food, shelter, and supportive services to chronically homeless adults with serious mental health issues. ECS Central East Regional Recovery Center provides outpatient substance use disorder treatment for adults in the central San Diego area and ECS ACCORD DUI is an education program for individuals arrested for or convicted of driving under the influence of drugs or alcohol.

ECS Para Las Familias
ECS Para Las Familias (PLF) provides a range of bilingual early childhood mental health services to low-income children age 18 months to age five. Behavior problems can arise due to trauma such as illness, accidents, neglect, domestic violence and child abuse. Our bilingual therapists provide screening, assessment, family and group therapy, school observation, teacher/provider consultation and parenting groups at PLF, in the child’s home or classroom.
ECS Head Start & Early Head Start
ECS Head Start provides comprehensive services to children ages 3 – 5 years of age. Head Start
service options are designed to meet the needs of families and include:
Home-Based: comprehensive services for children from 3 to 5 years of age that includes individualized weekly home visits and two monthly group socializations for families
Center-Based: comprehensive services for children ages 3 to 5 years of age. Hours are either extended day (6.5 hours) or part day (3.5 hours).
Family Child Care Program: comprehensive services for children 2 to 3 years of age in a licensed family child care home setting, full day and five days per week. Families must meet full day eligibility requirement for employment and/or enrollment in a vocational/training program. Early Head Start focuses on children from birth to three years of age, as well as pregnant and post-partum women. Comprehensive services include parenting classes, individualized plans for children and transition services for children moving onto preschool.
ECS Central East Regional Recovery Center
The ECS Central East Regional Recovery Center (CERRC), funded by San Diego County Behavioral Health Services, provides outpatient treatment services to adults with substance use disorders.
All clients receive helpful and appropriate services regardless of whether the help they seek is voluntary or court-ordered.
A multidisciplinary team assists clients with a variety of services including in-depth assessments, individual counseling, group treatment and discharge planning.
CERRC can provide specialized services to clients challenged by co-occurring disorders, homelessness, unemployment or underemployment and provides linkage to additional community services. Treatment groups are offered at convenient times to meet client needs. CERRC also offers specialized substance use disorder services for young adults age 18 to 25. The needs of young adults are different and we know that. At ECS CERRC our counselors work with you, addressing your unique situation and supporting you every step of the way. We use the evidenced-based Matrix Model for Young Adults which includes cognitive-behavioral therapy, motivational interviewing, relapse prevention and 12-step work.
ECS ACCORD
ACCORD is a California-licensed program for any individuals arrested for or convicted of driving under the influence of alcohol or narcotics. Referrals to ACCORD come from San Diego County Courts, San Diego County Probation Office, or the California Department of Motor Vehicles. ACCORD clients attend classes focused on education about the effects of substance abuse and participate in individual counseling sessions. They are able to discuss any alcohol or drug related problems or concerns with their counselor in a safe, confidential environment. Community self-help meeting attendance (such as Alcoholics Anonymous or Narcotics Anonymous) is also a requirement.
ECS Uptown Safe Haven
Uptown Safe Haven is a residential facility that provides transitional housing and supportive services to chronically homeless single adults with moderate to severe mental health issues. Residents experience supportive communal living in an alcohol and drug-free environment. In partnership with Community Research Foundation, we provide clients with secure housing, employment counseling, educational guidance, disability income enrollment assistance, a manageable mental health plan, access to onsite support groups, and services focused on skill development and recovery.
We offer a “grace-based” program to residents, realizing they will struggle along their journey. Consistent with this, Uptown Safe Haven utilizes the harm reduction approach to transitional housing. While our residence is alcohol and drug-free, residents do not need to be clean and sober before coming to us or while living there. However, there is an expectation that residents will work toward abstinence while at Uptown Safe Haven.
