Louvis Services is working to address the lack of affordable housing, especially for people who are experiencing homelessness. The COVID-19 pandemic showed a light on the health inequities for people who are unhoused. Higher morbidity, lack of access to preventative health care, and poor control of manageable health conditions like hypertension and diabetes are just a few examples. Louvis Services is working to build safe and comfortable rental housing and offer services to help people stabilize their physical and mental health.

Louvis Services is aiming to build tiny house duplexes in the New Orleans area. We are developing a model/prototype that we hope to replicate throughout New Orleans. Our prototype is a tiny house duplex that includes one accessible unit, support services, and an edible landscape program. The units will be fully furnished, tenants pay 30% of their incomes, and offer flexible and individualized services, along with an opportunity to grow fruits, vegetables, and herbs to promote healthy eating. The prototype is scheduled to be completed at the end of 2022 with 4 to 10 more houses to built by the end of 2023.

Louvis Services includes housed and unhoused community members' input to design housing and program designs. We have built a collaboration that includes, engineers, affordable housing advocates, master gardeners, and architects.

As a community developer, Louvis Services is building housing in high-need communities. Focused on adding value to the communities where we build, Louvis supports and collaborates with community organizations to improve the quality of services and increase civic engagement and economic development. We are building our prototype in the Lower Ninth Ward in New Orleans and working to contribute to the economic and cultural revitalization of the community.

Louvis Services will assist tenants in identifying resources in the community and address any barriers to mental health, physical health, employment/training, as well as socialization opportunities.

Louvis Services has obtained financial support from institutions, individuals, and organizations to build the prototype model that will be replicated throughout the New Orleans area.

Engineers and architects have joined Louvis Services and are providing pro bon expertise in sustainable building design.

Master gardeners are partnering with Louvis Services to develop the edible landscape program and will provide gardening and healthy eating classes.

Listening sessions with people who are experiencing homelessness inform Louvis Services housing and program design. Louvis leaders are experts in permanent supportive housing with more than thirty years helping people successfully move from streets to homes.

Louvis Services has worked with engineers and architects to develop the design for the prototype and obtained the property and financing. Construction is expected to begin in August 2022 and be completed in December 2022.

Lou Anne White is a graduate of Indiana University and has over 35 years of experience in homeless related areas. She has worked in the supportive housing industry for over 15 years. She has provided technical assistance to private and public agencies, developers, community-based organizations and property management companies to build their capacity and successfully house homeless people. Ms. White is an expert in permanent supportive housing, an evidence-based model that combines affordable housing with flexible services. The model has been used to successfully house the most difficult to serve homeless individuals across the country. Ms. White is Chair of the organization and acting Executive Director and is receiving no compensation.
