Mission

Red Arch Cultural Heritage Law & Policy Research protects cultural heritage by generating solutions to legal, political, and risk management problems impacting cultural property endangered by antiquities trafficking, archaeological site looting, war, theft, and vandalism. We are a 501(c)(3) nonprofit and we are all volunteers, applying world-class research and actively seeking out professional judgments to answer challenging cultural property law and cultural heritage preservation policy questions.

K-9 Artifact Finders

Imagine a new way to catch antiquities traffickers with the help of working dogs.

The Penn Vet Working Dog Center and the Penn Museum, both part of the prestigious University of Pennsylvania, will partner with RED ARCH to explore an innovative way to train dogs to find smuggled cultural artifacts hidden in crates and packages.

Finding target scents linked to illegally looted artifacts could equip customs officers with the advanced tool they need to nab heritage traffickers and their smuggled packages at airports, cargo facilities, and other ports of entry. In this way, humanity's rich culture and history can be recovered and preserved.

Carolyn Guile

Carolyn Guile is Associate Professor of Art and Art History at Colgate University where she teaches East-Central European and Western European art and architecture of the 15th-18th centuries, and courses on cultural heritage protection in times of war. She serves as Co-Director of the Center for Freedom and Western Civilization (under which she is also Director, Forum on Cultural Heritage) at Colgate University. She joined Red Arch as an Officer and Treasurer in 2019, before being elected as Executive Director in 2022, and President in 2023. Her interests include East-Central European art and architecture with an emphasis on the current and historical territories of the Polish-Lithuanian Commonwealth including western Ukraine, wooden vernacular architectures in the sub-Carpathian lands, the relationship between architecture and national identity, and the impact of conflict on cultural property and heritage in twentieth- and twenty-first century- East-Central Europe.

Twenty four years of experience as a government compliance inspector; proficient in the interdiction of all manner of contraband, responsible for enforcing federal law for a multitude of agencies while attaining expertise in the interdiction of illicitly imported antiquities.
