Residential Services
In 1981, New Horizons opened its first residences in a rural community in eastern Dutchess County, New York. Today, the agency has 31 group homes and 12 supportive apartments in Dutchess and Ulster counties that are home to people who range in age from their early 20's to their mid-80's and we have plans to continue our growth. Our supports range from 1-person apartments, homes in the community, and medically based homes.
Day programs
NHR provides two day hab programs with walls in the community, one in Dutchess and one in Ulster County. The agency also has a Day Hab without Walls serving both counties. The services are designed to enhance daily living, personal health and safety, communication, socialization, and community building.

What is the organization aiming to accomplish?
To assist people with intellectual disabilities in the Hudson Valley to have a life of their choosing with community participation and a home to enjoy.
What are the organization's key strategies for making this happen?
NHR partners with people with intellectual disabilities, families, community, and stakeholders to challenge the service system for enhancements and quality for individuals receiving supports with NHR.
What are the organization's capabilities for doing this?
New Horizons has continued to grow its capabilities to achieve our objectives.
We develop an annual plan for each person we serve that includes input from the staff, the individual receiving supports, their family members and advocates.
We offer a variety of housing options so we can provide the best supportive environment for each individual at each stage of their lives. A person might live in a congregate setting with 24-hour supports when they first come to New Horizons. As they mature and evolve, they may be able to live in an apartment, alone or with a roommate, where they receive supports for several hours a day. If their need for supports change, they can return to a congregate setting. As a person ages, we have houses that provide specialized medical care to ensure continuation of services throughout their life.
We provide educational opportunities to our staff through relationships we have built with Dutchess Community College and Ulster Community College. We fund a 30-credit, direct support professionals at both colleges. We also offer a scholarship incentive program to attend local colleges in the area.
We have invited four family members to serve on our Board of Directors and provide oversight. An individual receiving supports has also been appointed to the Board of Directors.
What have they accomplished so far and what's next?
People with Intellectual and Developmental Disabilities (IDD) have their own hopes and dreams for their lives. Through the work of the Direct Support Professionals, the Clinical Department, the Administrative staff, the Families, the Community and the Board of Directors of New Horizons Resources, Inc. (NHR), we strive every day to enable people with IDD to achieve fulfilling lives in their local communities by engendering a sense of home, belonging, self-determination, learning, productivity and individual respect.
NHR strives to provide continuity of services for each phase of a person’s life. We offer a variety of living arrangements and day services so we can provide the best options for each person at every stage of their life. NHR has a strong commitment to a continuum of services and supports over the course of a life.
