Opportunity 2028 is a ten-year community change initiative set by the community and led by Heart of Maine United Way. Through an extensive process which included reviewing existing needs assessments, interviewing key stakeholders, facilitating community forums, and conducting public surveys HoMEUW has gathered the input of thousands of individuals to identify the issues that matter most to our community. The result is a focus on Basic Needs, Substance Use Disorder and Early Childhood Development. HoMEUW is uniquely positioned to impact these issues and has incorporated every aspect of our work, including the grant application process, with the Opportunity 2028 Bold Goals. The following statistics drove the goal setting in 2017 107,461 Eastern Mainers living at or below 200% of the federal poverty line (ex. family of 4 making less than 49,200/year) 107 people in Eastern Maine died due to overdose. Only 48% (1,347) of children in were reading proficiently at the end of third grade

Our mission is to improve the lives by mobilizing the caring power of people and communities. We strive to make sure children are ready to learn, families are safe and self-sufficient, seniors remain independent and active, and individuals struggling with substance use disorder have access to the treatment and supports they need. We accomplish our results by bringing together subject experts, business leaders, donors, neighborhoods, and members of local nonprofit agencies. These community members help identify our community's most critical social issues. In forming these partnerships, we are better able to address the underlying causes of problems in our community and prevent them from happening. HoMEUW raises funds from the community to address the underlying root cause of the community's most pressing issues. HoMEUW touches 1 in 4 people across our region annually.

Bold Goal #1: Meet basic needs and promote self-sufficiency for all
Headline Indicator: 10,746 people move out of poverty by 2028.
Objectives:

Bold Goal #2: Prevent, treat, and support recovery from Substance Use Disorder
Headline Indicator: Eliminate deaths due to Substance Use Disorder by 2028.
Objectives:
1. Increase access to the full spectrum of accessible and affordable treatment and recovery resources
2. Increase access to prevention programming, youth programs to increase resiliency, and strategies to reduce stigma


Bold Goal #3: Ensure all children have quality early learning experiences
Headline Indicator: Increase the percent of children reading proficiently at the end of third grade to 58% by 2028.
Objectives:
1. Increase access to preschool and quality early childcare programs
2. Parents and caregivers are informed and engaged in their child’s development
3. K-3 children have access to before and after school activities
4. Providers and professionals deliver quality educational experiences

Core: To achieve real, sustained change and progress towards the goals, we must build the capacity and advance the skill sets of our partners. We need to bring them together to reduce duplication of service, identify gaps in the systems, and leverage resources to meet those needs.

1. Align Community Investment grants with Bold Goals. All grantees provide services to advance the bold goals and are awarded three-year contracts, with reviews of progress reports at regular intervals. This shift to multi-year funding has enhanced sustainability, allow grantees to respond to new community problems, and improve planning and leadership development.

2. Build collaboration among grantees through a series of convenings.
This approach enhanced relationships and break down the fear and barriers many nonprofits face when it comes to collaboration. These sessions identify opportunities for shared work, improve communication and data-sharing, improve collaboration.

2. Expand and strengthen community engagement with and capacity to advance Opportunity 2028.
Through relationship-building, social media, presentations, trainings, events and other activities, HoMEUW offers people concrete, easy, ways to get involved. Through financial contributions, advocacy and/or volunteering. An annual training calendar addresses grantee and community needs, collective impact best practices and data collection/evaluation. Our vision for capacity building also includes necessary infrastructure/technology upgrades required to advance organizational missions and collaboration.

3. Establish working groups to advance strategic action plans.
Based on lessons learned from the grantee convenings and community engagement activities, host facilitated working group(s). The working group(s) identify strategies that can be implemented with HoMEUW support (staffing, financial, advocacy etc.)

Heart of Maine United Way works to meets its goals through the support of our local fundraising, securing sponsors and grants for special projects, partnering with other organizations and community leaders, and mobilizing the power of volunteers to address needs.

We are conveners and collaborative leaders in our community and regularly provide facilitation, meeting and initiative support. We capitalize on our successful convenings of peer groups (executive directors, resource development professionals, volunteer coordinators and social service providers) for ongoing shared learning, problem solving, and relationship-building.

For more than 80 years, Heart of Maine United Way (HoMEUW) has worked in Hancock, Penobscot, Piscataquis, Waldo and Washington Counties to improve the lives of people in the heart of Maine by mobilizing the caring power of people and communities. Today, we are the largest private funder of health and human service agencies in the five-county area. Over the past five years we have provided over $8.1 million in grants to nearly 60 non-profit agencies working throughout our service area.

While grant making will always be a core function of HoMEUW, we have also expanded to provide leadership for collaborative initiatives and to strengthen volunteerism among community members. These activities bring together human, financial, and strategic resources to help create the building blocks for a better life. Over the last year Heart of Maine United Way and our partners provided assistance to over 60,000 people. 1 in 4 people in the Heart of Maine.

We are seeing measurable results from our partners and want to ensure results are being measured consistently across programs to improve our ability to communicate those results. The Opportunity 2028 Evaluation Framework is the tool we utilize to measure grantees and HoMEUW initiatives.

Mrs. Shirar Patterson

Shirar Patterson is the President & CEO at United Way of Eastern Maine (UWEM). She is the first female to hold the top job at United Way of Eastern Maine. She has an extensive background of corporate, nonprofit and community involvement. On top of her work with United Way of Eastern Maine both as a volunteer, board and staff member, she has a long history of bringing people and communities together. She has held positions in Economic Development, Higher Education, Social Services and Program Development. Patterson has served in leadership roles for numerous organizations in Maine throughout her career. She currently serves as Secretary of the Maine Association of Nonprofits and as a member of Acadia Hospital’s Board of Trustees. In 2016 she was one of 12 national United Way Leaders selected for United Way Worldwide’s Advanced Leadership Program.
