Mission

The Bill Carroll Foundation and the Institute For The Performing Arts inspires artistic expression and advances cultural literacy. The Art Center honors America's rich, diverse, creative musical & visual talent along with its' heritage through active community engagement, creating scholarships & programs, teaching all ages the arts from the business side to the production and performance aspect to creating hands-on participation in the visual and performing arts. We offer programs to anyone who has a passion for the Arts including anyone with disabilities and on the Autism Spectrum with our special needs programs & classes. We offer Music Therapy with our SEN Teachers through our partnerships with key educational and music organizations.

As proud members of the National Association of Music Education and many other industry affiliations, the Bill Carroll Foundation provides opportunities, guidance and pathways to experience and learn Art & Design, Drama and Music, ANYTHING Visual & Performing Arts and continue to help develop the skills and confidence of many inspiring artists, technicians, teachers and performers. As individual volunteers we've already won all kinds of civic, regional and even national awards in the TV/Film and Production Industries. We've also been honored MANY accolades for our charitable services and contributions. We strive to be the best and will aim to bring all of our talents and knowledge together and share them with each and every person who seeks to be a part of this amazing industry.

What we aim to solve

I see the issue in our education and school systems that the Arts are pushed aside or even taken away from our students. I've been advocating and assisting schools in my area alone to not only keep the Arts inside our curriculum but to create programs that will help fund if not fully fund the necessary equipment and knowledge to teach our students theater or some style of music and it's instruction. This is an on-going problem with lack of funding in our schools and I will change that issue with every dollar we raise and achieve for our youth and adults. We've moved into the next phase of our IMERS project and we're almost done with it, to take out to the Musicians with any kind of disability so they can share their talent with the world.

PATN (Performing Arts Teaching Network)

Banding together a network of professionals that work alongside each other and students that will form a partnership that works together to gain skills in every aspect of the Performing & Visual Arts industries.

Our Theater Production Program will allow students to train with professionals in the industry and develop essential skills and talents for their future career.  From lighting and stage design to acting and administration, we engage the students in all facets of theatrical production through our shows.



The students will develop acting, music and creative skills to perform on stage or pursue a career in the audio production, theatrical and media industries as well as the technical end of theater production. The students may choose to focus on stage production, costume design, acting, stage management and other areas of show production or just strengthen their skills and gain more experience in the fields of acting, directing and performing. In conclusion, we will provide students an opportunity to enrich their present and future lives by learning to understand and enjoy the art of stage production.

In our program, students build a foundation of basic show production concepts and terminology. Inside The Institute for the Performing Arts, a fully outfitted live production environment, students will learn how to run an audio console for live events and see how special effects, audio, video and lighting systems all come together to create our amazing shows. This program will give the student a deeper knowledge of show production, as they learn the ins and outs of live sound and event production. Students will also learn about system design for live theater environments as they discover the many career opportunities in event production.  As a part of a live event production team, they’ll need to know how to design, configure, set up and operate a standard sound reinforcement system as well as the complex programming of the special effect lighting that will be utilized in the shows.

If you can display it on your mind's projection screen, you can build it on IPA’s production soundstage. Every section of our soundstage there's a different world – a Pirate Ship, a Medieval Castle, a Jungle and the ultimate Time Warp - all designed and constructed by IPA students and industry professionals working on the next breath-taking production. Learn the professional methods of handling and constructing scenery and set pieces for our potentially award winning shows. A stage set doesn’t just happen – it’s carefully designed to match the feel and subject of the production, to serve as a perfect complement to the actors, dialogue and time setting. In this course, you’ll learn all about the responsibilities of the production designer and his or her crew within the art department, as you receive training in script breakdown, storyboards, the effects of color, lighting and design. The course culminates with you and your fellow students designing a set for use in the actual productions of Travel Through History.

The Bill Carroll Foundation alongside our teaching of Performing Arts and our Groove Factory Record Label, will be committed to engage today’s youth and working professionals going far beyond the classroom. Our belief of "Education Through Imagination" is to strive beyond the student's limits and foster their dreams into reality through our experience from the incredible Performing & Visual Arts industries. Our programs and curriculum will truly be interactive just as much as our amazing shows will be for our audiences.

To create opportunities for anyone who's ever had the dream of being on the radio, work a television studio, be on camera, produce a show, build a set, act on stage, teach a class or program, be in a movie, learn the entertainment business side of things, anything that would keep music and theater in our schools and our communities.

We're creating a program that will bring the recording studio to our Special Needs musicians where they are! The nation's very first Mobile Recording Studio for musicians with Special Needs. www.imers.education

We've already been very successful in creating programs and services for our clients, students and outreach programs in our first location so we will take those proven practices and continue to create and execute our current as well as new programs and services now and with our new mobile studio which will allow us to grow not only efficiently but much more rapidly with the demand we have experienced over the past year.

As described above, with our extensive resources that we have fostered over the years, our incredible network of industry professionals and our vast experience has already started to make waves in the educational and business side of the Arts industries. I have an incredible network of professionals in all aspects of the industry as well as large prestigious corporations and organizations that I have fostered relationships with to help our cause and mission of the foundation and institute.

We have created quite a few scholarship programs for Virginia's High School students, then over the course of a few years, we will expand our scholarships to all students of the United States. We want to give back to our local state first.

We have also successfully fostered relationships between industry professionals and their businesses to help our programs for our students. We have already successfully had a location that we were leasing and outgrew that space within 6 months due to our relationships with local and national professionals and leaders as well as many of my resources and knowledge of the industry and our programs and services were sought after by musicians, students and adults wanting to learn and experience our facility.

So as of May of 2022, our Project IMERS will be finally finished which will be the best way to get our services out to our Special Needs Musicians and students, we have created a new Mobile Recording Studio. 2022 is bringing this to life!

Mr. Bill Carroll

Founder and Volunteer, Bill has more than 30 years of progressively responsible experience in marketing, education, entertainment and stage production with Nickelodeon Live, Disney, Sesame Street Live, Cedar Fair Entertainment, Six Flags, ABC/MTV/CBS and hundreds of stage shows. His vast knowledge with the Education, Film & Theatre Industries has given the creation of this Foundation valuable resources and extensive insight and expertise. With many Broadcasting, Entertainment, Humanitarian and Charity Awards for his work to include the national Crystal Award for his audio production & creativity, Bill is a member of the National Association for Music Education & also a certified Audiovisual Engineer from the Dept of Defense & is a Certified Broadcasting Educator from the Broadcaster's Mentoring Group and the Virginia Association of Broadcasters. His technical experience and endless volunteering adds so much to the wide scope of this Foundation.
